Is it necessary to go to the USPTO to transact business concerning patent matters?

No. I deal effectively with the Patent Office everyday electronically. Every other patent attorney would do likewise unless you live right next to the Patent Office, I suppose. But, in certain instances, it’s useful to go to the Patent Office to explain your invention face-to-face with the patent examiner, and that’s been quite effective in my personal experience.
